Measure progress from the BOQ.

Physical progress derived from executed quantity against contract quantity — so physical and financial progress are two views of the same measurement, not two arguments.

The problem

On most projects progress is reported as a percentage that nobody can reconstruct. The site says 70%, the consultant certifies 62%, and finance recognises 58% — three numbers with three methods behind them.

When progress is computed from measured quantity against the BOQ, the three converge, and the disagreement becomes a measurement question rather than a negotiation.
